The project is located in Xiaogang Town, Dongxiang County, Fuzhou City. To the east is the Yuanshangang Industrial Park, and there is a main urban road, Donglin Highway, passing through, making transportation convenient. The project is about 10 kilometers from Fuzhou East Station and about 7 kilometers from Dongxiang District, with a total land area of 21,527.2 square meters (approximately 32.27 acres). In March 2018, the construction of Jiangxi Province's first intelligent sanitation management center, which integrates a digital command center for sanitation, a comprehensive management center for sanitation and vehicles, a recycling center for renewable resources, a living waste compression and transfer center, and a maintenance, cleaning, and parking center for sanitation vehicles, began with an investment of approximately 70 million yuan. The project was undertaken by Jinlv Environment and was delivered for operation in March 2019.

Integrated Urban and Rural Sanitation Services Project in Baofeng County Government Procurement

This project covers the urban areas, towns, and rural areas within the jurisdiction of Baofeng County, including 9 towns, 3 townships, 1 office, and 1 forestry station, focusing on the cleaning, sanitation, collection, and transportation of municipal solid waste, serving a resident population of approximately 517,000. In rural areas, environmentally friendly digital deep-buried bins, multifunctional digital collection vehicles, and small electric garbage collection vehicles will be used, along with an information management platform and an online monitoring system for garbage collection and treatment, forming a networked system for garbage collection and transportation in Baofeng County. This will achieve an integrated urban-rural sanitation model of "household collection, village collection, town transportation, and county processing," meeting the requirements for garbage collection and transportation to be "fully enclosed, compact, highly efficient, and digital," effectively improving the level of environmental sanitation management in Baofeng County. Supporting sanitation facilities such as street sweepers, water trucks, high-pressure washing vehicles, and small electric road sweepers will be employed, combining machinery and manual labor to enhance mechanization and significantly improve the efficiency of sanitation operations in Baofeng County. The initial construction investment for this project is approximately 50 million yuan, with an annual service purchase fee of about 38 million yuan per year, and the project operation service period is 10 years.

Xixiang County Urban-Rural Integrated Sanitation and Waste Management Project

The scope of this project covers the urban planning area of Xixiang County and the 13 towns and administrative villages under its jurisdiction, including national highways, provincial roads, county roads, and the main roads leading to village committees. The coverage extends 500 meters on both sides of national, provincial, and county roads, 200 meters on both sides of the main roads leading to village committees, and includes public areas within a 500-meter radius around village committees, as well as public areas such as town streets, squares, through roads, and back alleys. The project serves a population of approximately 270,000, with about 100,000 in the urban planning area and 170,000 in town and rural areas. The services provided include manual street cleaning, mechanical sweeping, dust suppression through watering, facade cleaning, public toilet sanitation, cleaning and maintenance of rivers and water bodies, cleaning of traffic barriers, maintenance of public green spaces, repair and maintenance of street lighting, cleaning of rainwater grates, sanitation of bus stations and signs, collection and transportation of large furniture, pilot services for waste classification, operation and maintenance of environmentally friendly deep-buried bins, and garbage collection and transfer. The initial construction investment for this project is approximately 36 million yuan, with an annual service purchase fee of about 34 million yuan per year, and the project operation service period is 3 years.

Taihe County Urban and Rural Solid Waste Management PPP Project

To further improve the urban and rural sanitation levels in Taihe County and enhance the living environment, we will focus on urban-rural integration, leveraging urban development to benefit rural areas, and achieve comprehensive coverage of sanitation and cleaning services in both urban and rural areas (extending to natural villages). This initiative aims to implement integrated management of household waste cleaning, collection, and transportation in the built-up areas of Taihe County, development zones, and 30 townships within the county. In 2015, the People's Government of Taihe County launched the PPP project for urban and rural household waste management, which was completed and put into operation by the end of 2016. The project covers a total area of approximately 1,822 square kilometers and serves a population of about 1.64 million. The services include cleaning and sanitation for municipal roads, national highways, provincial roads, county roads, rural roads, village access roads, township streets, village entrances, public areas in villages, ditches, water surfaces, and more. It also includes services for weeding important road shoulders, maintaining green belts, and managing the investment and operation of household waste transportation within the service area, as well as the construction of a sanitation base.

Eagle Lake City Urban and Rural Household Waste Third-Party Management (Integrated Treatment) PPP Project

The total service area of the project is approximately 3,335.39 square kilometers, involving a population of about 840,000. The project covers six districts and counties in Yingtan City: Guixi City, Yujian County, Yuehu District, High-tech Zone, Longhushan Scenic Area, and Xijiang New District, where cleaning and sanitation, as well as household waste collection and transfer facilities and equipment, will be constructed and configured. After the project is completed, it will form a unified urban and rural household waste integrated treatment system with "unified cleaning, unified collection, unified transfer, and unified disposal" throughout the city. This project will be implemented using the "DBFOT (Design-Build-Finance-Operate-Transfer)" operational model, with an operation period of 15 years. The total initial investment is approximately 59 million yuan, with a cumulative total investment of about 180 million yuan. Among this, the initial investment is subsidized by the government for 15 million yuan. The project began construction in January 2017, with a construction period of 2 months, and started operations in March 2017.

Woyang County Urban-Rural Sanitation Integration PPP Project

This project adopts the PPP model, which not only alleviates the debt burden of the Guoyang County government, reduces the pressure on local financing platforms, minimizes government risks, enhances municipal infrastructure construction, and improves the level of public services provided by the government; it also effectively promotes the transformation of government functions and increases government efficiency. For social capital, it broadens the development space for social capital, promotes competition, and further stimulates the vitality of the public ownership economy. Regarding social public services, by "letting professionals do professional work," it improves the efficiency and quality of public product supply. The project operates under the TOT + BOT model within the PPP framework, with an operational period of 17 years. The project company is responsible for investment, construction, and operation and maintenance during the cooperation period, and after the cooperation period ends, all rights related to this project will be transferred to the government free of charge. The project service area covers both urban and rural areas of Guoyang County, serving a population of 1.68 million. The project aims to achieve waste collection and classification, closed waste transportation, harmless waste treatment, reduction, and resource utilization.
